Google is putting more focus on measurement quality.
Its latest product announcements around Google Tag Gateway and Data Manager both point in the same direction: advertisers need stronger, more reliable data going into Google Ads. Google describes Tag Gateway as a way to improve the performance and resilience of measurement signals, while Data Manager is designed to connect data sources in one place and strengthen signals for AI-powered performance.
For retailers, this is not just tracking admin.
It affects Smart Bidding, Performance Max, remarketing, audience quality and confidence in ROAS.
If conversion data is missing, delayed or blocked, Google has less information to optimise from. That can make performance harder to understand and harder to improve.
Modern tracking is under more pressure than it used to be.
Browser restrictions, privacy settings, consent requirements and ad blockers can all affect how much conversion data reaches Google Ads. When those signals are incomplete, reporting becomes harder to trust and bidding systems have less reliable data to learn from.
That matters even more now because most Google Ads campaigns are driven by automation, machine learning and AI-led decision-making. If the system is learning from poor or incomplete data, it is more likely to make poor decisions. If the data is stronger, the system has a better foundation to optimise from.
Before making big decisions around budgets, bidding strategies or campaign structure, retailers should make sure Google Ads is receiving the best possible conversion data.

One of Google’s latest tracking focuses is Google Tag Gateway.
Google says Tag Gateway improves measurement by routing conversion data through the advertiser’s own website server, making signals more resilient. It also states that no changes are needed to the existing tag code on the page.
This matters because standard tracking routes can be affected by browsers, privacy settings and ad blockers. When conversion data is missed, reporting becomes less reliable and Google’s bidding systems have fewer signals to learn from.
Google reports that advertisers using Tag Gateway saw an average conversion uplift of 14%. It also reports that advertisers using Enhanced Conversions alongside Tag Gateway saw up to 7% lower CPA on average. These are Google benchmarks, not guaranteed results for every account.

Google has also updated Data Manager.
Data Manager gives advertisers a central place to connect data sources such as websites, apps, physical stores and CRM platforms. Google says the aim is to help advertisers manage data sources in one place and maximise the signals used for AI-powered performance.
Useful data is often spread across several systems. Some sits in Google Ads. Some sits in GA4. Some sits in Shopify, Klaviyo, HubSpot, email platforms, CRM tools or offline sales systems.
Data Manager creates a more central route for connecting those sources and using them across measurement and audience activity.
It is also where advertisers can review and manage several tracking-related settings, including Google Tag activity, user-provided data options, connected products and Google Tag Gateway.
The point is not to connect every data source just because it is available. The point is to connect the data that helps Google Ads understand customer behaviour, conversion value and audience quality more clearly.
Before moving into larger tracking projects, retailers should start with the settings and checks that can improve signal quality without needing a full development project.
- Enhanced Conversions for Web: helps recover more conversion data using hashed first-party customer information.
- Consent Mode v2: passes user consent choices to Google tags and supports conversion modelling.
- User-Provided Data Auto-Detection: allows the Google Tag to detect eligible user-provided data, such as email, phone number and address fields.
- Data-Driven Attribution: gives Google Ads a broader view of the touchpoints that contribute to a conversion.
These are not the most complex tracking upgrades, but they are often the right place to start.
If the foundations are missing or not working properly, bigger infrastructure changes will not solve the full problem.
Not every tracking improvement needs to happen at once.
The best approach is to work in stages.
Start with the quick wins. Check whether the account-level settings are enabled, whether consent is passing correctly and whether conversion diagnostics are flagging any issues.
Next, look at whether useful data sources are connected properly. This is where Data Manager becomes more useful, especially if customer or conversion data sits across platforms such as Shopify, Klaviyo, HubSpot, CRM tools or offline sales systems.
Then, review Google Tag Gateway as the next step for improving measurement resilience. This is especially relevant when tracking diagnostics show weakened signals, or when tracked conversions do not seem to reflect wider sales activity.
For more advanced setups, server-side tracking may also be worth considering. This can support more resilient measurement across multiple platforms, but it usually needs developer or specialist support.
The order matters because tracking improvements should be prioritised by impact, complexity and what the account actually needs.
